O objetivo principal desse artigo é demonstrar que, apesar de oportuna a estratégia do governo na década de 90 de estruturar a administração pública sob um modelo gerencialista, como uma forma de superação da crise fiscal que atingia o Estado, a reforma administrativa nasceu fadada a ser um retrocesso institucional em virtude da persistência de um modelo existente desde o colonialismo e que nesse momento vinha revestido de um moderno aparato de gestão, o patrimonialismo.
