The Role of Land Regularization in the Brazilian Welfare State

Public policies for land regularization after the 2017 Reurb law have drawn the attention of various instances of the executive branch, which see these as low-cost, high-impact tools for reducing the housing deficit and granting property titles to their beneficiaries. This work seeks to understand how these processes relate to the Brazilian welfare state and in which category they can be explained. The method used was exploratory research based on a literature review for discussion, interpretation, and the elaboration of a hypothesis at the end. Throughout the text, the category of the Brazilian Welfare State, the legal basis related to the right to housing and land regularization, the housing supply to low-income groups, irregular occupations, and finally, the practical effects of the regularization of occupations in public and private areas are discussed.
