Abstract

Dates represent a countdown, and it is usual to mark the milestone of significant events. In 2023, there was the 35th anniversary of the promulgation of Brazil's Federal Constitution (Brasil, 1988), with many effects on higher education. From then on, emphasis has been placed on the creation of evening courses, the emergence of University Centers with their inclusive forms of access, and, most importantly, the expansion of the range of courses and places.

Despite the upheavals caused by the alternation of governments over these 35 years, it is possible to identify that the course is the one established by the Magna Carta of 1988 and its complementary legislation, in which Law No. 9394/96 (Brasil, 1996), the Law on the Bases of Education (LDB), Law No. 12.711/2012 (Brasil, 2012), the Law on Quotas in Higher Education and Decree No. 6.096/2007 (Brasil, 2007), which created the Program to Support Restructuring and Expansion Plans for Federal Universities (Reuni), stand out.

However, there is still the challenge of evaluating social policies and programs, which is relevant for institutional planning and management (Lima; Ferreira, 2016) and as a source of indispensable information for diagnosing and feeding into the planning and decision-making process (Marquezan; Scremin, 2019).

New technologies, organizational arrangements, and actors arising from the growing internationalization process require new routines, organizational structures, business models, and power structures to emerge in organizations and society. It is from evaluation processes, where indicators and targets are identified, that the formulation of public policies becomes consistent. At a time when we are seeking international integration and innovation in management processes, we need to know what we have, how it was achieved, and how it can be improved.

Therefore, the dates, which symbolize the time elapsed, also serve as milestones for celebrations and reflections on the path taken by the policies implemented so far, in particular, whether they are appropriate to the environment of rapid transformations in technologies and management processes of the new business models.

In this way, it is necessary to look for indicators and targets that speed up innovation, internationalization, and management adaptation to an environment where borders are increasingly fluid and new forms of business are constantly emerging. Revista Gestão e Análise - REGEA is part of the effort to disseminate ideas and research in this direction.
