<title>RESUMO</title>
<p>A adoção de práticas sustentáveis tornou-se essencial para a continuidade das organizações, motivada por pressões de stakeholders, busca por vantagem competitiva, proteção ambiental e cumprimento de normas impostas por políticas ambientais. O governo desempenha um papel central nesse contexto ao implementar instrumentos de política ambiental que orientam as práticas empresariais rumo à sustentabilidade. Esses instrumentos são classificados em regulatórios (comando e controle), econômicos (mercado ou incentivos), cooperativos (acordos voluntários) e informativos. Este estudo analisa o impacto de cada tipo de instrumento nas decisões corporativas para uma gestão sustentável da cadeia de suprimentos, com base em uma revisão integrativa de literatura internacional (Scopus) até 2020. Os resultados indicam que os instrumentos regulatórios são os mais influentes, representando 38,57% das referências, seguidos dos instrumentos econômicos (28,57%), informativos (24,29%) e, por último, os de cooperação (8,57%). Esses achados sugerem que a conformidade regulatória ainda é a principal motivadora da adoção de práticas sustentáveis pelas empresas.</p>

<title>ABSTRACT</title>
<p>The adoption of sustainable practices has become essential for the continuity of organizations, motivated by pressure from stakeholders, the search for competitive advantage, environmental protection and compliance with standards imposed by environmental policies. The government plays a central role in this context by implementing environmental policy instruments that guide business practices towards sustainability. These instruments are classified as regulatory (command and control), economic (market or incentives), cooperative (voluntary agreements) and informational. This study analyzes the impact of each type of instrument on corporate decisions for sustainable supply chain management, based on an integrative review of international literature (Scopus) up to 2020. The results indicate that regulatory instruments are the most influential, accounting for 38.57% of the references, followed by economic instruments (28.57%), informational instruments (24.29%) and, lastly, cooperation instruments (8.57%). These findings suggest that regulatory compliance is still the main motivator for companies to adopt sustainable practices.</p>

<title>1 INTRODUÇÃO</title>
<p>A adoção de práticas sustentáveis tem-se tornado fundamental para a continuidade organizacional, impulsionada por <italic>stakeholders</italic>, pela busca de vantagem competitiva e pelo atendimento a normas ambientais e sociais. Esse contexto reflete a crescente importância da responsabilidade socioambiental corporativa, que é tema central em discussões econômicas, acadêmicas e governamentais, e fundamenta o conceito de gestão sustentável da cadeia de suprimentos (<xref ref-type="bibr" rid="B86">Sarkis, 2003</xref>). No entanto, com a intensificação das demandas ambientais e a pressão de diversos grupos de interesse, um ponto ainda em debate é a eficácia e a influência dos diferentes instrumentos de política ambiental nas decisões empresariais.</p>
<p>O papel governamental é central nesse contexto, intervindo por meio de instrumentos de política ambiental para orientar e regular práticas empresariais sustentáveis (<xref ref-type="bibr" rid="B63">Margulis, 1996</xref>; <xref ref-type="bibr" rid="B9">Barbieri, 2007</xref>). Esses instrumentos são tradicionalmente classificados em quatro categorias:</p>

<list-item><p>a) regulatórios ou de comando e controle, que impõem diretrizes de cumprimento obrigatório;</p></list-item>
<list-item><p>b) econômicos, de mercado ou incitativos, que incentivam a sustentabilidade com vantagens financeiras;</p></list-item>
<list-item><p>c) informação, que promove a conscientiz ação e o compartilhamento de dados ambientais e;</p></list-item>
<list-item><p>d) cooperação e acordos voluntários, que envolvem iniciativas conjuntas com as empresas.</p></list-item>
</list>
<p>Cada tipo de instrumento atua como uma pressão externa nas organizações, que respondem conforme os impactos na cadeia de suprimentos, e nos resultados financeiros e ambientais.</p>
<p>O embasamento teórico do estudo se apoia na teoria institucional, que explica como pressões externas moldam as práticas organizacionais. Nesse contexto, os instrumentos regulatórios, econômicos, de informação e de cooperação se alinham às formas de isomorfismo descritas por <xref ref-type="bibr" rid="B20">DiMaggio e Powell (2005)</xref>: o isomorfismo coercitivo refere-se às pressões formais, como as leis ambientais; o isomorfismo normativo surge das pressões de padrões e normas informativas que as empresas internalizam; e o isomorfismo mimético ocorre quando as organizações imitam práticas de sustentabilidade de outras, especialmente em contextos de incerteza. Além disso, a teoria das partes interessadas é relevante, pois destaca a influência dos <italic>stakeholders</italic> na promoção de práticas ambientalmente responsáveis dentro das cadeias de suprimentos (<xref ref-type="bibr" rid="B58">Machado; Zylbersztajn, 2004</xref>).</p>
<p>O presente estudo se justifica pela necessidade de compreender como esses diferentes instrumentos influenciam a gestão sustentável das cadeias de suprimento e quais apresentam maior impacto nas decisões empresariais, um tema que tem evoluído conforme novas demandas regulatórias e de mercado emergem. Pesquisas recentes apontam que as empresas respondem predominantemente aos instrumentos regulatórios, mas ainda há uma lacuna sobre a eficiência comparativa dos demais instrumentos (<xref ref-type="bibr" rid="B55">Liu <italic>et al</italic>., 2019a</xref>; <xref ref-type="bibr" rid="B83">Safarzadeh; Rasti-Barzoki, 2019a</xref>). Assim, este estudo contribui tanto para a teoria institucional, ao examinar como pressões coercitivas, normativas e miméticas moldam as práticas empresariais, quanto para a prática empresarial, ao fornecer <italic>insights</italic> sobre os instrumentos de política que mais influenciam a adoção de práticas sustentáveis.</p>
<p>A questão de pesquisa que norteou o estudo foi: qual o impacto dos instrumentos de política ambiental nas decisões empresariais voltadas para a sustentabilidade da cadeia de suprimentos até o ano de 2020? Com isso, o objetivo do presente estudo foi identificar o impacto dos instrumentos de política ambiental nas decisões empresariais voltadas para a sustentabilidade da cadeia de suprimentos até 2020. Para isso, realizamos uma revisão integrativa da literatura, usando dados da base <italic>Scopus</italic>, a fim de avaliar a prevalência e a efetividade desses instrumentos no contexto organizacional contemporâneo. O artigo está estruturado em cinco seções: esta introdução, a revisão de literatura com os conceitos e as teorias relevantes, a descrição metodológica, a análise dos resultados e, por fim, as considerações finais e as sugestões para pesquisas futuras.</p>
</sec>
<sec>
<title>2 REVISÃO DA LITERATURA</title>
<p>A gestão da cadeia de suprimentos surgiu no início do século XX com enfoque em aumentar a eficiência operacional e minimizar o desperdício (<xref ref-type="bibr" rid="B27">Faurote, 1928</xref>), uma vez que os resíduos significam prejuízo econômico (<xref ref-type="bibr" rid="B51">Lai; Cheng, 2009</xref>). Em uma cadeia de suprimentos, todos os envolvidos na operação devem trabalhar de maneira síncrona, para que seja possível alcançar os melhores resultados e diminuir os riscos de prejuízo. Discussões sobre poluição vêm sendo travadas desde os primórdios da Revolução Industrial, não exatamente por uma preocupação com a degradação do meio ambiente, mas, primordialmente, devido à tributação proposta à época para gerenciar efeitos ambientais negativos (<xref ref-type="bibr" rid="B79">Pigou, 1920</xref>).</p>
<p>O termo gestão sustentável aplicado à cadeia de suprimentos apresenta sua origem na literatura sobre gestão ambiental e gestão da cadeia de suprimentos e suas áreas de estudos. Os primeiros esforços para a definição do termo integraram, a partir de um foco ambiental, os conceitos de compras, operações, marketing, logística e logística reversa (<xref ref-type="bibr" rid="B86">Sarkis, 1995</xref>). Encontra-se na literatura uma variedade de nomenclaturas para definir a sustentabilidade na cadeia de suprimentos, entre elas: gerenciamento sustentável da rede de suprimentos (<xref ref-type="bibr" rid="B16">Cruz; Matsypura, 2009</xref>; <xref ref-type="bibr" rid="B111">Young; Kielkiewicz-Young, 2001</xref>), sustentabilidade da oferta e da demanda nas redes de responsabilidade social corporativa (<xref ref-type="bibr" rid="B16">Cruz; Matsypura, 2009</xref>; <xref ref-type="bibr" rid="B49">Kovács, 2004</xref>), gestão ambiental da cadeia de suprimentos (<xref ref-type="bibr" rid="B93">Sharfman; Harfman; Shaft, 2009</xref>), compras verdes (Min; Galle, 1997), compras ambientais (<xref ref-type="bibr" rid="B15">Carter; Kale; Grimm, 2000</xref>; <xref ref-type="bibr" rid="B114">Zsidisin; Siferd, 2001</xref>), logística verde (<xref ref-type="bibr" rid="B75">Murphy; Poist, 2000</xref>), logística ambiental (<xref ref-type="bibr" rid="B32">González-Benito; Gonzalez-Benito, 2006</xref>) e cadeias de suprimentos sustentáveis (<xref ref-type="bibr" rid="B54">Linton; Klassen; Jayaraman, 2007</xref>; <xref ref-type="bibr" rid="B8">Bai; Sarkis, 2010</xref>).</p>
<p>Para <xref ref-type="bibr" rid="B99">Srivastava (2007)</xref>, a gestão sustentável da cadeia de suprimentos preocupa-se com todas as etapas as quais o produto percorre: a criação – passando pela escolha do material a ser utilizado em sua produção e pelo processo de fabricação –, a entrega do produto ao consumidor, a gestão do resíduo que ele gera ao final de seu ciclo de vida e o impacto ambiental causado por esse resíduo. Segundo <xref ref-type="bibr" rid="B8">Bai e Sarkis (2010)</xref>, a gestão sustentável da cadeia de suprimentos preocupa-se em considerar o contexto ambiental nos processos de decisão na cadeia de suprimentos.</p>
<p>O surgimento do conceito de gestão sustentável de cadeia de suprimentos pode ser atribuído a <xref ref-type="bibr" rid="B5">Ayres e Kneese (1969)</xref>, pois os autores trouxeram à tona discussões acerca de produção, consumo e seus papéis na cadeia de suprimentos, e sobre as externalidades e a possibilidade de integrar resíduos de volta ao sistema. Após esse período, houve outros momentos em que a discussão acerca da sustentabilidade da cadeia de suprimentos esteve em destaque e, à medida que o tema amadureceu, foram surgindo áreas de pesquisa na dimensão ambiental. Assim, buscou-se entender qual embasamento teórico pode conduzir ao entendimento sobre os motivos pelos quais as organizações adotam práticas sustentáveis e se os instrumentos governamentais de política ambiental afetam a tomada de decisão para adoção de tais práticas.</p>
<p>A teoria institucional analisa como as pressões externas exercem influência sobre determinadas ações dentro das organizações (<xref ref-type="bibr" rid="B42">Hirsch, 1975</xref>). Para <xref ref-type="bibr" rid="B39">Hawley (1968)</xref>, o isomorfismo constitui um processo de restrição que força uma unidade em uma população a se assemelhar a outras unidades que enfrentam o mesmo conjunto de condições ambientais. <xref ref-type="bibr" rid="B38">Hannan e Freeman (1977)</xref> demonstraram que o isomorfismo pode acontecer porque as formas não ótimas são excluídas de uma população de organizações ou porque os tomadores de decisões nas organizações aprendem respostas adequadas e ajustam seus comportamentos de acordo com elas. Os trabalhos mais contemporâneos de <xref ref-type="bibr" rid="B38">Hannan e Freeman (1977)</xref> trazem o conceito de isomorfismo competitivo, supondo uma racionalidade sistêmica que enfatiza a competição no mercado, a mudança de nichos e as medidas de adequação.</p>
<p>Dimmagio e Powell (2005) apresentaram os processos do isomorfismo – coercitivo, mimético e normativo. Segundo os autores, o isomorfismo coercitivo deriva de influências políticas e do problema da legitimidade, o isomorfismo mimético resulta de respostas padronizadas à incerteza, e o isomorfismo normativo está associado à profissionalização. Para o presente estudo, o processo mais adequado para explicar como os instrumentos governamentais de política ambiental afetam a tomada de decisão para adoção de práticas de gestão sustentável da cadeia de suprimentos é o isomorfismo coercitivo.</p>
<p>Segundo Dimmagio e Powell (2005), o isomorfismo coercitivo resulta tanto de pressões formais quanto de informais exercidas sobre as organizações por outras instituições das quais elas dependem, além das expectativas culturais da sociedade em que as organizações atuam. Tais pressões podem ser sentidas como coerção, como persuasão ou como um convite para se unirem em conluio. Isso explicaria, por exemplo, a tomada de decisões das organizações quando decidem adotar práticas sustentáveis, visando receber em troca algum benefício governamental.</p>
<p>A teoria das partes interessadas afirma que as organizações produzem externalidades que afetam as partes, que podem ser internas ou externas. Qualquer uma das partes, as que afetam ou as que são afetadas pelas externalidades, podem possuir interesses legítimos sobre elas. Sendo assim, como todos os envolvidos podem afetar ou ser afetados, as organizações devem manter informados não só o público-interno, mas uma série de interessados que formam o público identificado como <italic>stakeholders</italic>, que podem ser clientes, fornecedores, empregados ou comunidade (<xref ref-type="bibr" rid="B58">Machado; Zylbersztajn, 2004</xref>).</p>
<p>Ao identificar os papéis das várias partes interessadas nas práticas da gestão sustentável da cadeia de suprimentos (<xref ref-type="bibr" rid="B13">Brito; Carbone; Blanquart, 2008</xref>; <xref ref-type="bibr" rid="B34">Gunther; Scheibe, 2005</xref>), pode-se dizer que as organizações e a sociedade estão conectadas, seja por interesses comuns, como o da preservação do meio ambiente, seja pela expectativa da sociedade em relação ao comportamento das organizações, quando a empresa atua de maneira sustentável em suas práticas, aplicando a logística reversa, coletando dos usuários finais produtos que não apresentam mais vida útil.</p>
<p>Para gerir os problemas ambientais, o estado deve intervir por meio da utilização de ferramentas de gestão ambiental, como os instrumentos de política ambiental. Esses instrumentos são mecanismos utilizados para efetivação do objetivo dessa política. Segundo <xref ref-type="bibr" rid="B115">Zulauf (2000)</xref>, a pressão dos movimentos ecologistas, amplificada pela mídia, e a inserção do tema no discurso político, a par do desenvolvimento técnico nos institutos oficiais de defesa do meio ambiente e científico nas universidades, levou as autoridades governamentais, em todos os níveis, a editarem leis, decretos, normas técnicas e demais instrumentos de <italic>enforcement</italic>, isto é, de controle ambiental.</p>
<p>Os instrumentos de política ambiental podem ser classificados como diretos ou indiretos. Os instrumentos diretos são considerados aqueles que foram criados especificamente para solucionar problemas de ordem ambiental, ao passo que os indiretos foram criados para solucionar outras questões, mas sua aplicação resulta em consequências, positivas ou negativas, para o meio ambiente. Segundo <xref ref-type="bibr" rid="B23">Eskeland e Jimenez (1992)</xref>, instrumentos indiretos são ferramentas contundentes para combater a poluição, no entanto também podem ter efeitos indesejáveis, mesmo que o efeito negativo não seja intencional.</p>
<p>Quanto às categorias dos instrumentos, há quatro classificações, sendo elas: regulatórios ou de comando e controle; econômicos, de mercado ou incitativos; de cooperação e acordos voluntários, e de informação. Os instrumentos regulatórios ou de comando e controle são aqueles que buscam atingir os objetivos da política ambiental por meio de permissões ou proibições, direcionando o comportamento da sociedade por meio de leis, regulamentos, normas, dentre outros. Exemplos desses instrumentos são padrões de poluição; restrição de atividades; controle do uso dos recursos naturais; controle de processos; penalidades (<xref ref-type="bibr" rid="B63">Margulis, 1996</xref>; <xref ref-type="bibr" rid="B9">Barbieri, 2007</xref>; <xref ref-type="bibr" rid="B100">Strauch, 2008</xref>; <xref ref-type="bibr" rid="B14">Bursztyn; Bursztyn, 2013</xref>; <xref ref-type="bibr" rid="B73">Moura, 2016</xref>).</p>
<p>Os instrumentos econômicos, de mercado ou incitativos são incentivos voltados para comportamentos favoráveis ao meio ambiente que incluem custos-benefícios, como taxas e tarifas; subsídios; certificados de emissão transacionáveis; redução de impostos; royalties. No entanto, apesar de seu potencial para promover comportamentos sustentáveis de forma proativa e economicamente atrativa, sua implementação prática frequentemente enfrenta obstáculos significativos, como a dificuldade em quantificar claramente os benefícios ambientais gerados, a necessidade de sistemas eficazes de monitoramento e verificação, e possíveis resistências ou desconfianças por parte das empresas em relação ao retorno real dos incentivos propostos (<xref ref-type="bibr" rid="B63">Margulis, 1996</xref>; <xref ref-type="bibr" rid="B9">Barbieri, 2007</xref>; <xref ref-type="bibr" rid="B100">Strauch, 2008</xref>; <xref ref-type="bibr" rid="B14">Bursztyn; Bursztyn, 2013</xref>; <xref ref-type="bibr" rid="B73">Moura, 2016</xref>).</p>
<p>Os instrumentos de cooperação e os acordos são instrumentos de caráter voluntário entre as partes, que podem trazer benefícios de cooperação entre os envolvidos, como auditoria ambiental voluntária; acordos de cooperação técnica; consórcios públicos; programas de adesão voluntária; Termos de Ajuste de Conduta; e protocolos de intenções (<xref ref-type="bibr" rid="B63">Margulis, 1996</xref>; <xref ref-type="bibr" rid="B9">Barbieri, 2007</xref>; <xref ref-type="bibr" rid="B100">Strauch, 2008</xref>; <xref ref-type="bibr" rid="B14">Bursztyn; Bursztyn, 2013</xref>; <xref ref-type="bibr" rid="B73">Moura, 2016</xref>). Apesar de oferecerem oportunidades de colaboração e troca de boas práticas ambientais, a eficácia prática desses instrumentos pode ser prejudicada por desafios como falta de clareza nos objetivos ou nas metas compartilhadas, divergências entre os interesses estratégicos das partes envolvidas e dificuldades de assegurar o comprometimento contínuo dos participantes. Além disso, as empresas frequentemente percebem esses instrumentos como menos prioritários devido à ausência de obrigações legais explícitas, resultando em uma menor adesão geral.</p>
<p>Os instrumentos de informação são instrumentos que buscam influenciar, por meio da comunicação, atitudes voltadas para o cumprimento da política ambiental. Exemplos desses instrumentos são sistemas de informação e monitoramento; selos e rótulos ambientais; divulgação de estudos, pesquisas e avaliações; sistemas de alerta ambiental; programas educativos; marketing ambiental (<xref ref-type="bibr" rid="B63">Margulis, 1996</xref>; <xref ref-type="bibr" rid="B100">Strauch, 2008</xref>; <xref ref-type="bibr" rid="B73">Moura, 2016</xref>).</p>
<p>Diante dessa perspectiva, pode-se discutir que a teoria institucional, particularmente o isomorfismo coercitivo descrito por <xref ref-type="bibr" rid="B20">DiMaggio e Powell (2005)</xref>, pode explicar a maior eficácia dos instrumentos regulatórios e a menor adoção dos instrumentos econômicos e voluntários. Os instrumentos regulatórios impõem obrigações explícitas, gerando uma pressão coercitiva mais evidente e imediata nas organizações, exigindo conformidade para evitar sanções. Por outro lado, instrumentos econômicos e voluntários, frequentemente baseados em incentivos e adesão espontânea, podem não produzir pressões suficientemente fortes ou imediatas para motivar mudanças comportamentais significativas.</p>
<p>Além disso, os instrumentos econômicos podem enfrentar desafios de legitimidade ou clareza na comunicação dos benefícios potenciais, dificultando sua aceitação geral pelas organizações, enquanto instrumentos voluntários podem depender excessivamente da disposição das empresas em colaborar, o que pode ser limitado em ambientes altamente competitivos ou em organizações com pouca maturidade cultural ou institucional em sustentabilidade. Dessa forma, tanto a teoria institucional quanto a das partes interessadas auxiliam na compreensão das dinâmicas e das limitações subjacentes à menor eficácia ou à adoção desses instrumentos econômicos e voluntários, apontando caminhos importantes para futuras investigações acadêmicas e práticas.</p>
</sec>
<sec sec-type="methods">
<title>3 PROCEDIMENTOS METODOLÓGICOS</title>
<p>A revisão integrativa da literatura é uma forma abrangente e sistemática de apresentar uma revisão da literatura. De acordo com determinado tópico escolhido, são apresentas pesquisas teóricas e experimentais sobre o tema, o que fornece uma compreensão mais ampla (<xref ref-type="bibr" rid="B25">Evans; Kowanko, 2001</xref>). As etapas da revisão integrativa são identificação do tema e da questão de pesquisa, estabelecimento de critérios para inclusão e exclusão de estudos/amostragem ou busca na literatura, definição das informações a serem extraídas dos estudos selecionados/ categorização dos estudos, avaliação dos estudos incluídos, interpretação dos resultados, apresentação da revisão/ síntese do conhecimento (<xref ref-type="bibr" rid="B97">Souza; Silva; Carvalho, 2010</xref>).</p>
<p>No presente artigo, o tema e a questão de pesquisa visam compreender como os instrumentos de política ambiental governamentais impactam as decisões das empresas para aplicação da gestão sustentável da cadeia de suprimentos na perspectiva da literatura internacional. Para isso, os termos foram buscados, conforme o <xref ref-type="table" rid="T1">quadro 1</xref>, na base <italic>Scopus</italic>, sendo esses alguns dos critérios para inclusão e exclusão de estudos/amostragem ou busca na literatura. A busca foi realizada por título, resumo e palavra-chave, em inglês, entre todos os trabalhos que estavam publicados na base até o ano de 2020 e em estágio de publicação final no dia 18 de julho de 2021. Os sinônimos de gestão sustentável da cadeia de suprimentos foram encontrados no referencial teórico utilizado, tendo sua fonte também indicada no quadro.</p>

<p>Foram encontrados 842 registros, sendo 829 no estágio de publicação final. Por meio dessa pesquisa, também foi possível encontrar o número de publicações por autor, fonte, instituição, país, bem como número e tipo de publicações com a temática. Do total de trabalhos em estágio de publicação final, foram selecionados aqueles com 30 citações ou mais, reduzindo o número da análise final para 187 estudos teóricos e empíricos. Esse foi o critério utilizado para delimitar o escopo deste artigo, contudo se compreendem as limitações da possibilidade de ter excluído estudos mais recentes e inovadores com menor citação.</p>
<p>A definição das informações a serem extraídas dos estudos selecionados e a categorização dos estudos foi de acordo com quais tipos de instrumentos de política ambiental têm sido apontados pela literatura e como tem sido o impacto desses instrumentos na decisão das empresas para uma cadeia de suprimentos mais sustentável. Após essas definições, foi realizada uma leitura flutuante pelos estudos e foram selecionados aqueles que realmente estavam relacionados à questão de pesquisa, totalizando 72 trabalhos. Depois foram realizadas as etapas de avaliação dos estudos incluídos: interpretação dos resultados e apresentação da revisão/síntese do conhecimento.</p>
</sec>
<sec sec-type="discussion">
<title>4 DISCUSSÃO E ANÁLISE DOS DADOS</title>
<p>De acordo com a busca inicial na base <italic>Scopus</italic>, por meio do <xref ref-type="fig" rid="F1">gráfico 1</xref>, percebe-se um crescente aumento do número de estudos publicados sobre a temática, com seu ápice em 2020, mesmo tratando-se de um ano atípico devido à Pandemia de Covid-19. Assim, pode-se interpretar que a temática escolhida é atual, ocorrendo uma crescente exploração do tema. Ao analisar o número de estudos por país, percebe-se que a China possui o maior número de publicações sobre o tema, com aproximadamente 250 publicações, enquanto Índia e Estados Unidos possuem menos da metade de publicações na base <italic>Scopus</italic>, conforme o <xref ref-type="fig" rid="F2">gráfico 2</xref>.</p>

<p>Conforme a <xref ref-type="table" rid="T2">tabela 1</xref>, foi identificado que a maioria dos trabalhos está relacionada a instrumentos regulatórios ou de comando e controle, correspondendo a 38,57% do total. Já os estudos relacionados a instrumentos econômicos, de mercado ou incitativos correspondem a 28,57% do total. Em seguida, temos aqueles relacionados a instrumentos de informação, que correspondem a 24,29%. A categoria com menor número de estudos é aquela relacionada a instrumentos de cooperação e acordos voluntários, correspondendo a 8,57% do total. A seguir, serão detalhados cada um dos achados com base nos instrumentos.</p>

<title>4.1 INSTRUMENTOS REGULATÓRIOS OU DE COMANDO E CONTROLE</title>
<p>Os instrumentos regulatórios ou de comando e controle são amplamente utilizados pelos governos para assegurar o cumprimento de normas ambientais e reduzir os impactos negativos das operações empresariais no meio ambiente. Esses instrumentos estabelecem padrões, normas e restrições que orientam as empresas quanto ao uso de recursos naturais e à emissão de poluentes, muitas vezes impondo sanções para o descumprimento. Esse tipo de instrumento é particularmente eficaz em setores com elevado potencial de degradação ambiental, forçando as organizações a ajustar suas práticas para evitar penalidades e atender às exigências regulatórias. O quadro a seguir (<xref ref-type="table" rid="T3">quadro 2</xref>) sintetiza os principais estudos achados que exploram o impacto desses instrumentos nas decisões empresariais, destacando as abordagens utilizadas e as conclusões sobre a influência regulatória na gestão sustentável das cadeias de suprimentos.</p>

<p>As políticas governamentais e regulatórias estão forçando as organizações a ajustar suas cadeias de suprimentos em resposta às preocupações ambientais (<xref ref-type="bibr" rid="B62">Manupati <italic>et al</italic>., 2020</xref>). Diante das pressões dos instrumentos regulatórios e das partes interessadas, as empresas apostam em iniciativas para reduzir seus impactos ambientais e sociais, porém sem deixar de ser lucrativas (<xref ref-type="bibr" rid="B87">Sarkis, 1998</xref>; <xref ref-type="bibr" rid="B11">Bouchery <italic>et al.,</italic> 2012</xref>).</p>
<p>Regras e políticas ambientais rigorosas levaram as organizações a aceitarem mudanças afirmativas, como práticas de gestão da cadeia de suprimentos verdes em seus processos (<xref ref-type="bibr" rid="B36">Gupta; Soni; Kumar, 2019</xref>). A gestão sustentável da cadeia de suprimentos tem recebido atenção considerável por causa das rígidas exigências governamentais e do aumento da pressão do público. Assim, a seleção de fornecedores adequados desempenha um papel significativo na melhoria do desempenho geral de sustentabilidade de uma empresa (<xref ref-type="bibr" rid="B69">Meksavang <italic>et al.</italic>, 2019</xref>; <xref ref-type="bibr" rid="B56">Liu <italic>et al</italic>., 2019b</xref>).</p>
<p>Aadoção de práticas de gestão ambiental é essencial em todos os setores para atender à exigência de regulamentações ambientais e demandas dos clientes (<xref ref-type="bibr" rid="B67">Mathiyazhagan <italic>et al</italic>., 2015</xref>). A partir da adoção de práticas sustentáveis exigidas pelos instrumentos regulatórios, as empresas passam a ter uma visão mais profunda sobre a sustentabilidade ambiental, social e econômica corporativa em níveis locais e globais (Luthra; Garg; Hallem, 2015). Os impactos percebidos não são apenas ambientais, mas também econômicos (<xref ref-type="bibr" rid="B108">Xie, 2015</xref>).</p>
<p>De acordo com <xref ref-type="bibr" rid="B40">Hafezalkotob (2018)</xref>, as políticas de intervenção são vantajosas porque resultam em mais utilidades sociais do que a política de desregulamentação; no entanto, a política deve ser escolhida em relação aos efeitos sobre os consumidores, as cadeias de suprimentos verdes e o meio ambiente. Apesar da influência considerável das regulamentações governamentais na cadeia de abastecimento verde, na maioria dos estudos na literatura, o papel do governo e as interações entre o governo e as decisões dos membros da cadeia de abastecimento são desconsiderados (<xref ref-type="bibr" rid="B59">Madani, Rasti-Barzoki, 2017</xref>). Contudo, de acordo com Wan <italic>et al</italic>. (2017), enquanto os especialistas acadêmicos pensam que o fator regulatório é a segunda força externa menos importante, é o terceiro fator mais importante de acordo com as empresas (Wan <italic>et al</italic>., 2017).</p>
<p>A partir das exigências dos instrumentos regulatórios, as empresas passam a integrar os aspectos ambientais à sua logística, com o intuito de aplicar medidas de combate à ameaça ao meio ambiente causada pelo aquecimento global (<xref ref-type="bibr" rid="B18">Dekker; Bloemhof-Ruwaard; Mallidis, 2012</xref>). O estudo de Nouira <italic>et al</italic>. (2016) ressalta que a regulamentação sobre a emissão de carbono impacta nas decisões relativas ao projeto de futuras cadeias de suprimentos como localização da instalação, seleção de fornecedores, seleção de tecnologia de produção e seleção de modo de transporte, sendo um aspecto importante ter uma política regulatória com definição do limite de permissão de emissões para cada tipo de indústria (<xref ref-type="bibr" rid="B10">Bojarski <italic>et al</italic>., 2009</xref>).</p>
<p>As empresas começaram a se preocupar com a integração de fontes de energia renovável para conseguir operar de maneira mais sustentável, devido às exigências regulatórias (Abdallah; Diabat; Rigter, 2013). A partir da preocupação a respeito dos custos aplicados pelos instrumentos de regulação da emissão de carbono, as empresas passam a adotar práticas sustentáveis e a escolher seus fornecedores com base no <italic>trade-off</italic> entre custos e respectivas emissões de carbono (Abdallah; Diabat; Rigter, 2013).</p>
<p>Diante das pressões das partes interessadas e a partir das exigências dos instrumentos regulatórios, as empresas se veem obrigadas, principalmente pelos consumidores, a não só fornecer produtos ecologicamente amigáveis, mas também a serem responsáveis pelos produtos devolvidos (<xref ref-type="bibr" rid="B80">Ramezani; Bashiri; Tavakkoli-Moghaddam, 2013</xref>). A partir das exigências dos instrumentos de regulação, as empresas começaram a se conscientizar sobre a aceitação e a recuperação de produtos, mas não apenas devido à legislação, mas também por uma questão de competitividade (Das; Dutta, 2013).</p>
<p>Devido a fatores econômicos e à legislação governamental, mais e mais empresas estão engajadas no negócio de recuperação de produtos. As opções de recuperação incluem a extensão da vida útil de um produto ou de algumas de suas peças por meio de reparo e remanufatura ou reciclagem (<xref ref-type="bibr" rid="B90">Sasikumar; Kannan; Haq, 2010</xref>). A partir das exigências dos instrumentos de regulação, as empresas começaram a se concentrar nos métodos de produção e nos canais de distribuição daqueles que trabalham para recuperar o valor dos produtos usados (<xref ref-type="bibr" rid="B61">Mangla <italic>et al</italic>., 2014</xref>).</p>
<p><xref ref-type="bibr" rid="B103">Tsireme <italic>et al</italic>. (2012)</xref> realizaram uma pesquisa com objetivo de mensurar se instrumentos de comando e controle e de mercado são capazes de impactar a decisão dos gestores nos EUA. Segundo os autores, em alguns casos, esse critério tem papel crítico, em ouros não, sendo as decisões dos gestores afetadas de diversas maneiras. Um mesmo tipo de instrumento de política ambiental tem efeitos diferentes em tipos de práticas que diferem. Contudo, no geral, a legislação ambiental é considerada muito importante para a adoção de alguns tipos de práticas (<xref ref-type="bibr" rid="B103">Tsireme <italic>et al</italic>., 2012, p. 962</xref>).</p>
<p>O estudo de <xref ref-type="bibr" rid="B43">Jindal e Sangwan (2011)</xref> aponta que a falta de consciência, de leis, legislações e políticas econômicas de apoio são as críticas barreiras que afetam a implementação da logística reversa na Índia, relacionadas ao governo. Assim, a implementação precisa ser regulamentada pelo governo para sua adoção exitosa (<xref ref-type="bibr" rid="B43">Jindal; Sangwan, 2011</xref>).</p>
<p><xref ref-type="bibr" rid="B44">Kannan, Pokharel e Kumar (2009)</xref> também apontam, em seu estudo, que a necessidade de uma estratégia de gestão integrada de resíduos de equipamentos elétrico-eletrônicos é imperativa. As autoridades de supervisão devem estabelecer incentivos econômicos e regulatórios para a gestão apropriada (<xref ref-type="bibr" rid="B44">Kannan; Pokharel; Kumar, 2009</xref>).</p>
<p>Os instrumentos de regulação influenciam a tomada de decisão por uma gestão sustentável e o melhor desempenho ambiental dos produtos e dos serviços passa a ser um dos principais objetivos estratégicos e operacionais dos fabricantes (<xref ref-type="bibr" rid="B45">Kara; Ibbotson; Kayis, 2014</xref>). Os fatores como a pressão regulatória e econômica, a imagem verde e a responsabilidade social obrigam as empresas a evoluir as estratégias para seus sistemas atuais (<xref ref-type="bibr" rid="B6">Ayvaz; Bolat; Aydin, 2015, p. 1</xref>). No caso da indústria de mineração, o atendimento às exigências dos instrumentos de regulação melhora sua imagem social, que geralmente é prejudicada por ser considerada uma atividade poluidora do ambiente (<xref ref-type="bibr" rid="B74">Muduli <italic>et al</italic>., 2013</xref>).</p>
<p>Com o foco em sustentabilidade e no cumprimento das exigências dos instrumentos de regulação, as empresas que fazem ajustes em seus níveis de capacidade de produção ou distribuição, no sentido de serem mais sustentáveis, passam a ter a opção de investir em tecnologias mais novas com menor consumo de energia (<xref ref-type="bibr" rid="B107">Wang <italic>et al</italic>., 2013</xref>). Para além das exigências dos instrumentos regulatórios de adoção de práticas sustentáveis, a criação de produtos ecologicamente corretos abre um novo mercado aos fabricantes e, com isso, novas oportunidades de negócios (<xref ref-type="bibr" rid="B37">Hafezalkotob, 2015</xref>).</p>
</sec>
<sec>
<title>4.2 INSTRUMENTOS ECONÔMICOS, DE MERCADO OU INCITATIVOS</title>
<p>Os instrumentos econômicos, de mercado ou incitativos são ferramentas governamentais projetadas para fomentar práticas ambientais responsáveis por meio de incentivos financeiros, como subsídios, tarifas reduzidas, créditos de carbono e deduções fiscais. Diferente dos instrumentos regulatórios, que impõem obrigações, esses mecanismos promovem a sustentabilidade ao tornar práticas ambientalmente corretas financeiramente atraentes para as empresas. Com isso, as organizações são encorajadas a investir em tecnologias verdes, práticas de reciclagem, redução de emissões e outras ações sustentáveis que podem, a longo prazo, aumentar sua competitividade e reduzir custos operacionais. O quadro a seguir (<xref ref-type="table" rid="T4">quadro 3</xref>) apresenta uma seleção de estudos que investigam o impacto dos incentivos econômicos na decisão empresarial e no gerenciamento sustentável das cadeias de suprimento.</p>

<p>A prática de uma gestão sustentável da cadeia de suprimentos não se trata apenas de ser gentil com o meio ambiente. As empresas que se preocupam em resolver problemas relacionados à sustentabilidade da cadeia de suprimentos obtêm uma melhora aparente em seu lucro (<xref ref-type="bibr" rid="B78">Oberhofer; Dieplinger, 2014</xref>; <xref ref-type="bibr" rid="B50">Kuo; Hsu; Chen, 2015</xref>). O impacto econômico é um fator decisivo para a tomada de decisão sobre a adoção de práticas sustentáveis dentro de uma rede logística, além das pressões por parte do governo e de consumidores (<xref ref-type="bibr" rid="B60">Mallidis, <italic>et al</italic>., 2014</xref>; <xref ref-type="bibr" rid="B72">Mota <italic>et al</italic>., 2015</xref>; <xref ref-type="bibr" rid="B26">Fareeduddin <italic>et al</italic>., 2015</xref>).</p>
<p>A política orientada a recompensas para a aquisição de produtos usados destinados à remanufatura trazem benefícios econômicos e ambientais (<xref ref-type="bibr" rid="B85">Saha; Sarmah; Moon, 2016</xref>). He, He e Xu (2019) apontam a descoberta de que os governos podem encorajar fabricantes a adotar as estruturas sustentáveis desejadas, estabelecendo níveis de subsídio apropriados. Contudo, o nível de subsídio mais alto sempre beneficia os consumidores e toda a cadeia de abastecimento, mas nem sempre o meio ambiente (He; He; Xu, 2019).</p>
<p>De acordo com Yan e Xiao (2017), quando as intervenções governamentais aumentam, o nível verde também aumenta. Contudo, as intervenções governamentais nem sempre são benéficas para a cadeia de abastecimento verde e para o fabricante. Além disso, embora o subsídio do governo seja oferecido ao fabricante, o varejista se beneficia dele em última análise e se torna ainda o principal impulsionador do desenvolvimento de produtos verdes. Ademais, um piso de nível verde relativamente alto para subsídio resulta na desvantagem do fabricante (Yan; Xiao, 2017).</p>
<p><xref ref-type="bibr" rid="B55">Liu <italic>et al</italic>. (2019a)</xref>, utilizando teoria dos jogos, perceberam que quanto maior o nível de esforço, mais efeito positivo nos lucros experimenta toda a cadeia de suprimentos. Em comparação com as situações de subsídios não governamentais, certa gama de subsídios governamentais pode promover os membros da cadeia de abastecimento a empreender a Responsabilidade Social Corporativa e melhorar o desempenho geral da cadeia de abastecimento, assim como o bem-estar da sociedade (<xref ref-type="bibr" rid="B55">Liu <italic>et al</italic>., 2019a</xref>).</p>
<p>Mediante a produção de produtos ecologicamente corretos, as empresas podem-se beneficiar com incentivos governamentais, como tributação diferenciada para produtos sustentáveis (<xref ref-type="bibr" rid="B95">Sheu; Chen, 2012</xref>). De acordo com os estudos de <xref ref-type="bibr" rid="B35">Gupta e Palsule-Desai (2011)</xref>, no caso de empresas indianas, há um consenso emergente de que as políticas e os mecanismos de incentivo que promovem abordagens baseadas no mercado são particularmente desejáveis para mobilizar as empresas no intuito de resolver os problemas ambientais de uma forma positiva.</p>
<p>As organizações governamentais oferecem incentivos aos fabricantes para a adoção de tecnologias verdes de diferentes maneiras. De acordo com os estudos de <xref ref-type="bibr" rid="B76">Nielsen <italic>et al</italic>. (2019)</xref>, uma análise abrangente revela que o nível de sustentabilidade está sempre no final das decisões, em relação ao lucro. Contudo, o nível de sustentabilidade é levado em consideração ao máximo sob a política de incentivos acerca do investimento total em P&amp;D que resulta em maior melhoria ambiental. Os membros da cadeia de suprimentos podem-se comprometer com seus objetivos sustentáveis para receber maiores lucros na presença de incentivos.</p>
<p>Também utilizando a teoria dos jogos, <xref ref-type="bibr" rid="B84">Safarzadeh e Rasti-Barzoki (2019b)</xref> confirmam que a dedução fiscal é uma política mais eficaz do que o esquema de subsídio para apoiar o fabricante com eficiência energética em concorrência com fabricantes semelhantes. No entanto, a política de subsídios oferece melhores condições para o governo controlar o consumo de energia do setor doméstico por meio da reforma do preço da energia. Os resultados revelam as decisões de equilíbrio de preços para os atores da cadeia de abastecimento maximizarem seus lucros e a melhor política energética e estrutura da cadeia de abastecimento para a gestão eficiente do consumo doméstico de energia. Ademais, o subsídio do fabricante tem o melhor desempenho no programa de eficiência energética discutido (<xref ref-type="bibr" rid="B83">Safarzadeh; Rasti-Barzoki, 2019a</xref>).</p>
<p>A pesquisa de <xref ref-type="bibr" rid="B59">Madani e Rasti-Barzoki (2017)</xref> observou que o impacto do aumento da alíquota de subsídio é significativamente maior do que a do imposto, levando ao aumento dos lucros do governo e das cadeias de suprimentos e sustentabilidade dos produtos. Também entre a competição das cadeias de abastecimento, a cooperação entre os membros gera mais lucro para eles e leva à produção de produtos mais ecológicos.</p>
<p>Em resposta às mudanças climáticas drásticas devido às emissões de gases do efeito estufa, particularmente CO2, muitos países cobraram o imposto sobre o carbono para resolver o problema. Os custos de emissão de CO2 são o fator-chave para as empresas de construção em seleção desse tipo de projeto. Portanto, devem levar em consideração os custos dessa emissão, a fim de processar um lance bem-sucedido que gera lucros apropriados ou excessivos (<xref ref-type="bibr" rid="B101">Tsai <italic>et al</italic>., 2011</xref>).</p>
<p>A regulamentação sobre o limite de comércio e o imposto sobre emissões impactam a escolha de tecnologia e as decisões de capacidade de uma empresa (<xref ref-type="bibr" rid="B22">Drake; Kleindorfer; Van Wassenhove 2016</xref>). As operações da indústria extrativa e de mineração têm consequências ambientais prejudiciais significativas. As empresas de mineração começaram a adotar práticas de gestão da cadeia de abastecimento verde, que incluem sistemas de tecnologia da informação verde para ajudar a fornecer benefícios econômicos enquanto busca o mínimo de dano ambiental (<xref ref-type="bibr" rid="B7">Bai; Kusi-Sarpong; Sarkis, 2017</xref>).</p>
<p><xref ref-type="bibr" rid="B112">Zhu e Dou (2007)</xref> utilizam a teoria dos jogos para verificar os instrumentos econômicos. De acordo com eles, se a penalidade imposta às empresas sem implementar práticas ambientais for muito baixa, enquanto o custo de monitoramento do governo for relativamente alto, os governos escolherão não monitorar as empresas no final. Além disso, à medida que o número de empresas que implementam a gestão sustentável aumenta gradualmente, os governos esperam aplicar penalidades mais rígidas para aquelas que não cumprem os requisitos. Assim, tanto os governos quanto as empresas devem concentrar sua atenção nos benefícios de longo prazo.</p>
</sec>
<sec>
<title>4.3 INSTRUMENTOS DE INFORMAÇÃO</title>
<p>Os instrumentos de informação são mecanismos utilizados pelos governos para aumentar a conscientização ambiental e fornecer dados relevantes que orientam as decisões empresariais sustentáveis. Esses instrumentos incluem divulgação de rótulos ecológicos, sistemas de monitoramento, relatórios de impacto ambiental e programas educativos, com o objetivo de informar e sensibilizar tanto empresas quanto consumidores sobre práticas ambientalmente responsáveis. Ao promover a transparência e o acesso à informação, esses instrumentos incentivam a adoção de práticas sustentáveis de maneira voluntária, estimulando uma concorrência saudável entre empresas pela melhoria de seu desempenho ambiental. No quadro a seguir (<xref ref-type="table" rid="T5">quadro 4</xref>), são apresentados estudos que exploram o papel e a eficácia dos instrumentos informativos na gestão sustentável da cadeia de suprimentos.</p>

<p>Ao adotar práticas sustentáveis, as empresas passam a levar em consideração os três principais fatores da gestão sustentável: as questões sociais, ambientais e econômicas (<xref ref-type="bibr" rid="B53">Lenny koh <italic>et al</italic>., 2013</xref>). O compromisso da gestão com a sustentabilidade e a incorporação da abordagem do tripé de sustentabilidade (social, ambiental e econômico) na tomada de decisões estratégicas são as práticas mais influentes para a implementação da gestão sustentável da cadeia de suprimentos (<xref ref-type="bibr" rid="B65">Mathivathanan; Kannan; Haq, 2018</xref>).</p>
<p>A pressão do consumidor, as regulamentações governamentais e as demandas das partes interessadas por uma vantagem competitiva forçaram a indústria a considerar seus impactos ambientais e sociais, além de sua situação econômica (<xref ref-type="bibr" rid="B65">Mathivathanan; Kannan; Haq, 2018</xref>). Assim, por meio das pressões exercidas pelas partes interessadas, as empresas incorporam a sustentabilidade na cadeia de suprimentos, e a adoção de tal prática apresenta custos operacionais e sociais que impactam diretamente no desempenho da empresa (<xref ref-type="bibr" rid="B102">Tseng; Hung, 2014</xref>). Dessa forma, a adoção de práticas sustentáveis é inevitável (<xref ref-type="bibr" rid="B68">Mehregan <italic>et al</italic>., 2014</xref>).</p>
<p>Atualmente, as pessoas estão mais conscientes das questões ambientais e mais dispostas a comprar produtos ecologicamente corretos. Logo, as atividades ecológicas tornam-se ferramentas de marketing para as empresas aumentarem a demanda do consumidor (<xref ref-type="bibr" rid="B24">Esmaeili; Allameh; Tajvidi, 2016</xref>). Adicionar o termo “verde” às atividades da cadeia de suprimentos busca incorporar o pensamento ambientalmente consciente em todos os processos da cadeia (<xref ref-type="bibr" rid="B71">Miranda-Ackerman; Azzaro-Pantel; Aguilar-Lasserre, 2017</xref>).</p>
<p>A implantação da logística reversa faz com que produtores e consumidores tenham a responsabilidade conjunta de minimizar a geração de resíduos por meio de reutilização, remanufatura, reciclagem e descarte seguro de materiais indesejados, a fim de aumentar a capacidade de absorção e regeneração do planeta, contribuindo para a sustentabilidade e as questões de economia circular. A consciência ambiental dos clientes e o surgimento de regulamentações ambientais mais rígidas têm levado as indústrias a pensarem na gestão ambiental pela logística reversa (<xref ref-type="bibr" rid="B12">Bouzon <italic>et al</italic>., 2016</xref>).</p>
<p>A pesquisa de <xref ref-type="bibr" rid="B81">Ritter <italic>et al</italic>. (2015)</xref> aponta que a preocupação com o meio ambiente beneficia as empresas, pois os consumidores tendem a optar por práticas ambientalmente corretas e rejeitar uma marca ou empresa que demonstrem comportamentos ambientais inadequados (<xref ref-type="bibr" rid="B81">Ritter <italic>et al</italic>., 2015</xref>).</p>
<p>A tendência crescente de “consumismo verde”, que se caracteriza pelas preferências dos consumidores por produtos ecológicos e sua aceitação em pagar um prêmio por bens ou serviços que causem menos onerações ao meio ambiente, é também um poderoso incentivo para a promoção sustentabilidade (<xref ref-type="bibr" rid="B2">Achillas, 2010, p. 2593</xref>). Os resultados indicam que a consciência ambiental dos clientes pode estimular as empresas a aproximarem a área de produção da de consumo e a selecionar fornecedores locais (Nouira, 2016).</p>
<p>Os estudos de <xref ref-type="bibr" rid="B33">Govindan <italic>et al.</italic> (2017)</xref> apontam que modelos sustentáveis permitem à empresa obter ganhos com as inúmeras oportunidades de reutilização de produtos eletrônicos no mercado indiano. Além disso, apesar do custo inicial, escolher fornecedores com desempenho sustentável mais alto e veículos com menores taxas de emissão de poluentes poderia melhorar substancialmente a imagem da empresa e resultar em lucros maiores no futuro. <xref ref-type="bibr" rid="B46">Khan <italic>et al</italic>. (2020)</xref> ressaltam que o uso de energia renovável na logística não só melhora a sustentabilidade do meio ambiente, mas também cria uma melhor imagem nacional e oferece melhores oportunidades de exportação em países ecologicamente corretos para promover o crescimento econômico sustentável.</p>
<p>A pesquisa de Arimura, Darnall e Katayama (2011), que utilizou dados japoneses, com objetivo de estimar os efeitos da certificação ISO 14001 na promoção de práticas ambientais, descobriu um efeito positivo da certificação, concluindo que pode afetar positivamente o desempenho ambiental dos fornecedores por meio de cadeia de suprimentos verdes. “As instalações com ISO 14001 são 40% mais propensas a avaliar o desempenho ambiental de seus fornecedores e 50% mais propensas a exigem que seus fornecedores adotem práticas ambientais específicas” (Arimura; Darnall; Katayama, 2011, p.1 79).</p>
<p><xref ref-type="bibr" rid="B104">Tyagi, Kumar e Kumar (2015)</xref> apontam que as legislações governamentais juntamente com os consumidores estão fazendo com que se torne imperativo para as indústrias o planejamento de ações que as tornem ambientalmente sustentáveis. Ao implementar uma gestão sustentável da cadeia de suprimentos, as empresas apresentam melhoria na qualidade dos serviços/produtos e alcance de importantes certificações, como a ISO 14000 (<xref ref-type="bibr" rid="B104">Tyagi; Kumar; Kumar, 2015</xref>). <xref ref-type="bibr" rid="B47">Kiefer, González e Carrillo-Hermosilla (2019)</xref> apontam que cooperação, aprendizagem organizacional, uma ISO, certificação ecológica e dependência do caminho tecnológico são barreiras para o desenvolvimento das empresas.</p>
<p>A preocupação com a sustentabilidade e os gases de efeito estufa têm crescido entre cidadãos e empresas, e a partir das cobranças do público externo (governo e consumidores), as empresas passam a se comprometer cada vez mais com as metas de redução de emissões de carbono (<xref ref-type="bibr" rid="B64">Martí; Tancrez; Seifert, 2015</xref>). A partir do momento em que a empresa adota práticas sustentáveis, percebe-se que o desperdício de carbono e energia representa uma despesa, e, assim, ao minimizá-la, o benefício econômico fica evidente, assim como o benefício para o meio ambiente (<xref ref-type="bibr" rid="B105">Ülkü, 2012</xref>).</p>
<p>Embora tanto o varejista quanto o fabricante possam se beneficiar com a demanda da “consciência verde”, é o fabricante que incorre no custo do esverdeamento nessa nova configuração. Isso pode ser percebido nos casos em que os atores envolvidos iniciam suas parcerias para realizar “inovações verdes” para tirar proveito da mudança demandada pelo consumidor, embora o custo do esverdeamento seja suportado pelo parceiro. “Em meio a críticas crescentes de organizações não governamentais e consumidores, vários atores têm tomado passos positivos para tornar suas cadeias de abastecimento mais verdes para alcançar o objetivo de um negócio sustentável” (<xref ref-type="bibr" rid="B30">Ghosh; Shah, 2012, p. 568</xref>).</p>
<p>Experimentalmente, no setor agrícola, <xref ref-type="bibr" rid="B71">Miranda-Ackerman (2017)</xref> demonstrou que, ao focar apenas no rótulo ecológico “orgânico” para melhorar o aspecto agrícola, uma mínima ou nenhuma melhoria no desempenho ambiental geral da cadeia de abastecimento é alcançada em termos relativos. Em contraste, os critérios ambientais resultantes de uma abordagem de ciclo de vida completo são a melhor opção para futuras políticas públicas e privadas para alcançar cadeias de abastecimento agroalimentares mais sustentáveis (<xref ref-type="bibr" rid="B71">Miranda-Ackerman; Azzaro-Pantel, C.; Aguilar-Lasserre, 2017</xref>).</p>

<sec>
<title>4.4 INSTRUMENTOS DE COOPERAÇÃO E ACORDOS VOLUNTÁRIOS</title>
<p>Os instrumentos de cooperação e acordos voluntários caracterizam-se por parcerias estratégicas e compromissos mútuos estabelecidos entre empresas e governos ou diretamente entre diferentes organizações privadas. Tais instrumentos visam promover o desenvolvimento sustentável e aprimorar a gestão ambiental, estimulando as empresas a adotar voluntariamente práticas sustentáveis, dispensando a imposição direta de regulamentações rígidas. Desse modo, criam-se ambientes colaborativos, nos quais boas práticas ambientais são disseminadas, discutidas e implementadas coletivamente por meio de iniciativas como auditorias ambientais voluntárias, consórcios empresariais e termos de ajuste de conduta (TAC).</p>
<p>A adesão voluntária a esses instrumentos gera vantagens significativas para as empresas, incluindo a melhoria de sua imagem pública, benefícios financeiros decorrentes da eficiência operacional e uma relação mais robusta e positive com seus <italic>stakeholders</italic> e com a sociedade em geral.</p>
<p>No <xref ref-type="table" rid="T6">quadro 5</xref>, são destacados estudos que analisam o impacto dos instrumentos cooperativos e voluntários nas estratégias de gestão sustentável das cadeias de suprimentos.</p>

<p>Uma das principais motivações para o desenvolvimento das cadeias de suprimentos sustentáveis são justamente as medidas e políticas governamentais que influenciam diretamente as estratégias empresariais (<xref ref-type="bibr" rid="B98">Soysal, 2016</xref>). Contudo, para alcançar efetivamente o desenvolvimento sustentável, as empresas devem ir além das regulamentações formais e buscar fortalecer suas capacidades internas por meio de políticas proativas e estratégias voluntárias que valorizem a sustentabilidade ambiental como um diferencial competitivo (<xref ref-type="bibr" rid="B106">Uygun; Dede, 2016</xref>).</p>
<p>Em cadeias de suprimentos descentralizadas, a intensa competição entre fornecedores pode gerar redução nos lucros individuais. Nesse contexto, as estratégias cooperativas oferecem uma alternativa eficaz, permitindo aos atores da cadeia melhorar seu desempenho de forma conjunta e alcançar melhores resultados sustentáveis (<xref ref-type="bibr" rid="B109">Xie, 2016</xref>). Uma prática recomendada para garantir uma gestão responsável e sustentável é realizar avaliações criteriosas dos fornecedores com base em critérios ambientais claros, transparentes e consistentes, incentivando, assim, toda a cadeia a aderir às práticas sustentáveis (<xref ref-type="bibr" rid="B29">Ghadimi; Dargi; Heavey, 2017</xref>).</p>
<p>O modelo de cadeia de suprimentos de circuito fechado também surge como uma importante estratégia cooperativa, uma vez que promove relações colaborativas entre fornecedores e clientes, reduz custos operacionais e estimula a economia circular por meio do retorno e reuso de produtos e materiais (<xref ref-type="bibr" rid="B98">Soysal, 2016</xref>).</p>
<p>Resultados apontados por <xref ref-type="bibr" rid="B21">Ding, Liu e Zheng (2016)</xref> destacam que membros das cadeias de suprimentos motivados a colaborar podem reduzir significativamente suas emissões de carbono e poluentes, investindo na produção de bens ambientalmente responsáveis. Tal cooperação influencia diretamente a precificação, negociação e distribuição dos lucros ao longo da cadeia, contribuindo para uma gestão ambiental e financeira equilibrada.</p>
<p>Finalmente, <xref ref-type="bibr" rid="B94">Shen <italic>et al</italic>. (2017)</xref> destacam, em seu estudo sobre empresas do setor têxtil chinês, que a implementação de tecnologias limpas pode ser significativamente intensificada quando associada a contratos cooperativos de compartilhamento de custos, demonstrando que acordos voluntários desse tipo incentivam o aumento do investimento empresarial em tecnologias ambientalmente mais limpas e eficientes.</p>
</sec>
</sec>
<sec sec-type="conclusions">
<title>5 CONCLUSÕES</title>
<p>O presente estudo objetivou realizar uma revisão da literatura científica para compreender como os diferentes instrumentos de política ambiental impactam as decisões empresariais na adoção de práticas sustentáveis na gestão das cadeias de suprimentos até 2020. Para tanto, adotou-se como base conceitual a definição proposta por Sarkis (2003), segundo a qual a cadeia de suprimentos sustentável é uma rede integrada de organizações que trabalham colaborativamente para otimizar processos e produtos, considerando os aspectos ambientais como elementos essenciais em suas decisões operacionais e estratégicas.</p>
<p>A revisão integrativa da literatura internacional revelou que a sustentabilidade na cadeia de suprimentos tem recebido atenção crescente nos últimos anos, com uma produção acadêmica significativa nos continentes asiático, americano e europeu, demonstrando claramente a relevância global desse tema.</p>
<p>A análise dos estudos selecionados considerou quatro categorias principais de instrumentosdepolíticaambiental:instrumentos regulatórios (comando e controle), instrumentos econômicos ou de mercado (incitativos), instrumentos informacionais e instrumentos de cooperação ou acordos voluntários. Entre esses instrumentos, constatou-se que aqueles de natureza regulatória exercem o maior impacto sobre as decisões empresariais relacionadas à gestão sustentável da cadeia de suprimentos, representando 38,57% dos estudos analisados. Em seguida, estão os instrumentos econômicos ou de mercado, com 28,57%, seguidos pelos instrumentos informacionais, com 24,29%, e finalmente pelos instrumentos de cooperação ou acordos voluntários, com apenas 8,57%.</p>
<p>Esses resultados sugerem que, na maioria dos casos, as ações sustentáveis das empresas são principalmente respostas a pressões regulatórias e legais, destacando que a motivação predominante para a implementação de práticas sustentáveis parece estar mais relacionada à necessidade de evitar penalidades do que à busca ativa por benefícios ou vantagens competitivas. Tal hipótese pode servir de base para futuras pesquisas, explorando melhor as motivações subjacentes às decisões empresariais relacionadas à sustentabilidade.</p>
<p>Outra limitação identificada no presente estudo e que representa uma oportunidade para futuras investigações refere-se à necessidade de se avaliar outros fatores que também influenciam as decisões de sustentabilidade nas cadeias de suprimentos. Além desse aspecto, a presente revisão utilizou exclusivamente a base <italic>Scopus</italic>, o que pode ter restringido a amplitude das análises. Sugere-se, portanto, que futuras pesquisas incluam outras bases relevantes, como <italic>Web of Science</italic> e <italic>Google Scholar</italic>, e apliquem diferentes metodologias e técnicas de revisão de literatura, ampliando, assim, a abrangência e o aprofundamento da análise.</p>
